With reference to my telegram No.239
of August 31st and my despatch B. 210 of August
20th, I transmit herewith copies of further cor-
respondence with the Governor of Hong Lng and the
Minister for Foreign Affairs concerning the Chinese
Telegraph office at Hong Kong.

You will observe that I have suggested to the farmer a prosedure which will, I hope, re- sult in finally slearing up this awkward quoetica, and that I do not propese to reply to Dr. Fang's
Hote of Cetober 18th pending the receipt of an answer

to my letter to dir C. Clementi of today's date.
3. I should be glad however if you would
take a disarest opportunity of mentioning the nutter to Dr. Vang in order that he may know that his cou
munication has not been over-locked. You should
confine yourself to pointing out that a further mis- understanding appears unfortunately to have arisen seeing that the Government of Hong Kong had definitely expressed a certain hesitation as to the acceptability of Mr. Im Chih-yun (ace Hong Kong telegram No.12 of August 12th) and had intimated that they awaited the
removal of their misgivings on this point before they
